Why do these skeleton horses spawn when lightning strikes?

"Skeleton traps" were added in Minecraft 1.9 (specifically the 15w38a snapshot) by the makers of Minecraft. Yes, they are annoying.

Traps activate when you walk in 10 blocks of one.
