What stops the mobs spawning, is the counter measures sk has implemented to reduce lag, so when the server is under load, it'll basically stop...

Only passive mobs (not including villagers).
A better decision is for sk/the staff team; to make a shop to sell the mob drops, including wither skeleton skulls. Which has been discussed before.
