    May I use 'Why + 'subject' + 'no'/'not' + 'verb' ? I mean, is it right according to the grammars?

    Example: "Why you no/not stop bothering [...]?"
    Does it have the same meaning of "Why don't you stop bothering [...]?" ?

    It's correct in like lulzspeak. Like "why u no haz cheezeburger?" But, not in proper english.
