NEI Locked Recipe Mode

    Why is NEI locked into recipe mode? I would like to use Cheat Mode on testing in singleplayer...

    How can I unlock it?

    It isn't locked. You are probably not enabling cheats when creating the world.

    It is locked, if I change it to Cheat Mode, it still is in recipe mode...
    There is the lock option in the config, but it resets when I start the game
