I felt a little insane this weekend. Attached is every minecraft server's ip, motd, max players, mc version, network version, and current players as of September 1 on port 25565. That's nothing. My computer magazine got a letter from someone because they had expanded a textfile to be over 1GB, and notepad++ just crashed when he tried to open it.
I see Tekkit Lite servers on the list. The most likely explanation is that query is turned off, or the query port is not open.
It should have pinged all servers on port 25565. I then sent the packet to request things like motd. It's possible that alice/vincent where down, didn't respond to the packets, or didn't respond within 200ms (I had to keep it quick, sorry)
With these limitations I don't think you can brand this document as "Every Minecraft Server World Wide"
