It teleports the player. Gelid cryotheum has a radius of 2.5 blocks (the centre is counted as half a block, because radius), or a diameter of 5 blocks. In a similar manner to blazing pyrotheum, the surface of the blocks that are in range are covered with snow (where blazing pyrotheum covers them in fire). It is capable of destroying items and killing players rapidly. Test 2: Destabilized redstone hits flowing water and their sides vanish, implying they are a copypaste of water. It emits light. Speculated: Oil is probably a copy+paste of water, based off my observations during 1.4. Other mods (besdies TE) have not implemented special features with liquids, perhaps TiCon and Rotary won't be as disappointing as some other mods (*COUGHliquidpoisonCOUGH*).
Yeah, it seems that redstone is a literal copy+paste of water, because when it runs into water, the side texture of the model vanishes.
