Are my specs up to par to be able to play this modpack? Or to view movies at the theater?

Anyway, just try. You should be fine.
We have optifine so it really is configurable how much load your gpu gets. That might be your only bottleneck

Your processor... looks to be your problem. Alice alone is probably consuming a lot of CPU, and on top of that, the video decoding and drawing probably sends your CPU usage to 100%.

CPU is jumping around from 70%-85%, In-game.
During start up it stays from a 98%-100%

Any tips to reduce CPU usage?
    Any services/processes to stop?

steam, web browsers, skype?, turn on high performance in power options, turn task manager off, some high cpu-usage anti-virus softwares norton , media players, windows explorer, etc.

Depends on the specifics specs, and also what's running, and other factors.

But a dual core < 3 Ghz for playing the movie is pushing it.

I have 3 Google Chrome windows open (each with 20+ tabs open), and random windows explorer windows open while I play Minecraft. My specs CPU wise is an Intel i5 2410Mobile Dual Core @ 2.2Ghz turbo boost with a shitty intel hd graphics. I still get no lag at the theater :p
