If you go at the deep 12-15, and mine a line in front of view, you have 100% of chance to find a diamond at a moment... This doesn't mean it will be fast, but it works!
I can pull out about 25 diamonds in 20 minutes of mining, or tons more if I run my frame bore. And that doesn't even compare to most other people. Chaeris explained basically how. Do as Chaeris said and you'll have profit
64 diamonds in about 30 mins: Mining laser + Fortune 3 @ lvl's 10-15, shoot around and you will find many diamonds... and lava :\
It isn't hard to find diamonds and you can create them with IndustrialCraft... Although I almost never look specifically for diamonds (caves are more fun), I find them easily at levels 12-16. If you dig a shaft down and then multiple shafts with rooms to spread even more shafts, you'll find a good amount of diamonds.
