Nope, it's multiple people per region (each person has a region). You can still "grief" others however

Our next phase is to decide on what the great works project will be! Since there is only 1 place for it in Banoi Isle, we need to choose wisely Basically, we can have any project, but our current choices are an International Airport, Arcology, or a Space Station (research in progress).
