There is a difference between not viewed and not commented on, people read/see it. Regardless, neither require another thread being made to remind people of said thread. And they do show up, even in the programming section.
Feel free to test it but it never showed up on new threads when I made it. Believe it or not, I do know the difference between not viewed and not commented.
I always check 'What's New?' and it was there when it was first posted, so IDK what you mean. And plus it shows up normally http://i.imgur.com/8mTqscK.png
