Looks like you're wasting tons of EU Firstly you should pipe your plasma in to plasma gens on the reactor so it's self sustaining, and so you don't have to have tones of HV transformers stepping down the EU. Next you should try to upgrade your machines making fuel, and if possible hook them up to plasma gens so you're using less I/E buses. However, that's without looking at your full setup.
