Turtles should be allowed with tags, programs and only 1 of each type per player, perhaps limited kinds (lets say you choose from a pool 3 turtles max foreva!), and this is only for security reasons... ...sometimes turtles can generate severe problems and lag issues, i've been able to crash the game with them several times.
