I'd go with an i5, and I'd get the 270X instead, and use the money you save from that to get a Silver certified PSU.

EDIT: Also, maybe consider getting a Xeon instead of an i3/i5.

I'd say the second one. A Pentium is right out, an i3 is likely to be a bit underpowered. I have an older i5 and a 270X in my secondary rig, and it runs pretty much everything. I can't really comment on the mid tier Nvidia cards, but you might want to consider them.
On the third selection, you have a MicroATX mobo for some reason (unsure if this is intentional or not).
I've had bad experiences with Western Digital drives, but I've only used them in situations with extreme circumstances. Using a RAM disk increased lifespan significantly, however.

Would an XFX R9270XCDJ4 be good?

Edit. With a 280X and an i5 4440 would it run Alice on Fast and normal while using Seus shaders at 30 fps or 60?

Most likely would work, but the only say I have in this is that the Xeon processors can win over Core processors (i3, i5, i7) in reliability at a slightly larger price... or even a few thousand more if you go into the high end. However, if you have a budget around $200 for a processor - grab a lower end Xeon E3, otherwise go for an i5. i5's are great for gaming, still are moderately stable, and should suffice for what you (seem) to need a computer for. If you do choose to buy an i5, remember that you'll be wasting part of your money on integrated graphics that you won't use, so I don't quite STRONGLY recommend an Xeon over an i5 in this case, but the majority of Xeon's are you paying for only the power, not any excess integrated graphics. Overall, anything but a Pentium, Pentium bad.

Totally should buy an Atom processor for your build - comes with integrated graphics, is very op, energy saving, and barely costs a thing! :D

Can you even get those on their own? I thought they were only sold in tablets.

Yeah, I don't think you'll "legitly" find an Atom processor for sale, and yes, they are essentially only in tablets...*hence the implied point of Penagwin.*

All joking aside though, maybe consider a Xeon E3, since you won't need integrated graphics.
