Same problem, WinXP x32. https://login.minecraft.net/ gives me 503 error. I think it isn't caused by launcher.
I have the same problem since this morning, Win 8.1 x64. Obviously this problem doesn't depend on the operating system. I think it is something wrong with Mojang Login Servers.
