Any time I try to dial my mining world portal after a server restart, I get this crash message. I assume because its entering an unloaded chunk. After I restart the client I am in the mining world and can then use the portal back and forth with no issues

It happens the first time after each restart, it has been brought up before. Not much can be done about it, and even if it could, it is not exactly a game breaking bug, so it is low priority.

I don't think it has to do with unloaded chunks. A solution to this bug is to first load the mining world by holding an enderpearl in a portal. Afterwards it is safe to teleport freely back and forth.

I always crash until I restart my client or load the world first. I'm not sure if you crash by entering the overworld from the mining world after a server restart but I assume it is the same.

Just have an nether portal behind it, I am sure u can use cc to check if u hold a pearl. And then use a igniter to light the nether portal, using Redstone controlled by the computer. There are otherways I'm sure, but who doesn't like cc? ;). (From here on out use another dialer)

It happens every time I open my client while I'm in the overworld.
I'll go through the portal, crash, log back in, and end up in the mining world. Then I can freely go between the worlds without crashing.
If this happened when I had my old computer I would have rage quit lol, but it takes like 30 seconds to load now so whatever

try a dispenser hooked up to a cobble gen and trip wire, right before u enter it spits out a cobble stone loading the chunks and then u go in the portal.

I will say this one last time, for the reason this happens.

THE MINING WORLD: It is a world added by sk's custom plugin. Thus it is not able to be interacted with forge mods, thus the "Could not get provider type for dimension 3, does not exist" from the crash log when using enhanced portals to get to the mining world. This will happen once after every restart (and no, it won't be fixed unless EnhancedPortals2 fixes it). If you think it's really that game-breaking, then just use a nether portal to go to the mining world.

It could be fixed if we had a forge dimension instead of a bukkit based platform which I believe we have currently although it's not really a big enough deal to warrant this taking place if I'm honest.
