No, it is disabled from use, you can't use it, but I don't think you'll have to craft it back, unless sk89q completely removed the item of the server, and in this case it would mean that every mining lasers are destroyed, they don't exist anymore... Is it the case ? If not, then just wait until sk89q fix the problem, and then it will work back.
Yes, any mining lasers still on the server will disappear when you first try to use them. Now they were "confiscated" so I don't know if that means who had them was logged or just cute wording though.
